Eh, only the Imperial Leadership were F'ed up. Rebels would have been good if they just went to assasinate the basterd, instead, they just went around attacking innocent soldiers and allied cities. Regardless of saying she's a boy to Naruto, Haku is indeed female. There are plenty of reasons to lie about gender in the anime's setting, including sexual discrimination as a konoichi and prevention of sexual assault if defeated. Another reason is simply to throw Naruto off or to test his reacti...

Haku is a girl. Just because she later tells Naruto that she's a boy, doesn't make it true. More likely, a way to throw him off, see a reaction, or to try to overcome predjidice against konoichi. Making other ninja think she's a he, also helps prevent the threat of sexual assault. Yup.
