Sounds like this cop is guilty of attempted murder. There are multiple witnesses that are stating all the old man did was put his hands on the cop's shoulders. Such traumatic injuries are not warranted.

Looks like abuse to me. Sure, we didn't see what led up to this. But actually it doesn't matter. The suspect was compliant with his hands on the hood in a position to be arrested. At that point a RESPONSIBLE officer would have cuffed him.
