@warriorfanatic21 When you are still on the first island you will only get 4 stars no matter what. When you unlock the 2nd island, you will get extra star totals to 5. Then opening the 3rd island will get another star, total to 6. So you'd need to do missions to proceed to those islands.

My favorite area of all this game, is probably the Parking Garage on 2nd island, because it is easier to avoid the cops in that area at times, if you're in the middle. those cops seem have hard time getting into 2nd level of parking garage. The 1st level of the garage usually have cop cars, and...
