It is impossible to become a professional driver without already meeting strict conditions and regulations, as far as this video, there is every possibility the driver did not have the experience to handle the challenges of mountain terrain, but you only gain experience by doing, not reading about it. There is also the possibility that mechanical failure or a host of other problems may have caused this. The fact the truck did not "wreck" is a testament to his skill and professionalism to at least some degree.
