Why is the magic number 4'9" ? Should it be when that child can fit into a the seatbelt
properly without the booster? I would image this would mean different heights for different cars.

@HyenaKiller you're ok with punishing people simply for having babies? Plus, I think the birth rate is below the replace rate already. If we are over pop. it's because people are living longer, not because we are reproducing like rabbits.
