As long as you are not on private property, you do not really need permission to canoe the Rouge. The difficulty in canoeing it has more to do with water quality and logjams.

Are you allowed to canoe anywhere on the rouge or did you have to receive permission first. I grew up on the NW corner of Detroit with the Rouge going through Rogell Golf Course and always wanted to do it. I've canoed on many Northern Michigan and UP rivers.
