Ok, as much as I hate to do it, I've found that wing clipping makes taming alot easier. The key to taming is to gain your budgie's trust, therefore you need to show them you won't harm them. This means you can NEVER hit or hurt them, even when they bite. You need to get them used to your hand, so first put your hand in their cage daily (without trying to get them out or near them) until they get used to your hand's presence. Once they get used to it, you can start getting your hand closer to them & offer them treats. I don't reccomend you try and pet them, though, as most budgies hate to be touched. Speak softly to them, and be patient. Taming can take 1 week or multiple months.
