The backpacks do not seem to match the 2 Chechnyans. I took the onion skin effect out of the FBI video for a clearer picture. The unnecessary effect only served to blur the initial video and gave it no added value.

In the left corner:
You can now clearly distinguish and time the guy, probably a FBI agent, making visual contacct with suspect #2 and adjusting his earpiece.

In every aspect, this looks like a FBI setup as there has been a total of 98 of them since the first WTC bombing.
