Born in Boston, Massachusetts and raised on a steady diet of faith and music, Horton is known as a versatile conductor, arranger, pianist, and director. Studying music has been his life's passion. Horton studied under Wynn Westover, Paul Freeman, Josef Krips Kirke Mechem, Anshel Brusilow and Harold Farberman, and at Lone Mountain College, the University of North Texas College of Music, and the Aaron Copland School of Music, Queens College, City University of New York. His professional work includes composing, arranging and conducting for major symphony orchestras, decades as a church music leader and work with some of the biggest names in music including the Jackson Five, Marvin Gaye, Walter Hawkins and the Love Center Choir, and Martha Reeves.

The work that is closest to Horton's heart is that which he did with Duke Ellington. In 1973 he began a close artistic relationship with Ellington, becoming the Duke's composing and conducting assistant (Ellington's prior composing and arranging assistant, Billy Strayhorn, had died in 1967). In 1984, Horton was personally appointed by Ruth Ellington, Duke's sister, to conduct national Duke Ellington Sacred Concerts, where he helped to keep the Ellington sacred-music legacy thriving. He is the nation's leading interpreter of Ellington"s Sacred Music. Through a commission from G. Schirmer, Inc., and Mercer Ellington, he also created the acclaimed concerto grosso orchestration of Ellington's full-length tone poem, "Black, Brown and Beige".

Horton is currently developing the American Music Educational Television Project.
