Yes, there are several speakers built into the observation deck (right outside the 16th floor bar & lounge) - - some are in the railing-wall, others are placed between benches. The DVC guide told us the speakers would be fully wired/connected soon so that you could hear the music & character dialogue during the fireworks show.
