Yes, the 3,000 killed on 9/11 included British, but also included Japanese, Chinese, Korean, Indian, Thai, Israelis, Germans, Asians, and many others from all corners of the world. But what they had in common, is they were Americans, so when someone says 3,000 Americans were killed on 9/11, it does not mean just an attack on the United States.
