I would imagine that, in a lot of anime dubs, thats simply to fill in for mouth movements. I dont know. Its not awful in most anime, in fact most GOOD anime doesnt even have the problem.

In most Square-Enix games, the amount of Cut-scenes and Dialogue are acceptable vs. how much actual gametime/content there is, as is the norm with Most JRPG/RPGS.

Yeah, they fixed it in skyrim, supposedly. We have yet to see. Fallout 3 and oblivion, they stared at you dead on in the face.
