Boot time varies. OSX Lion's function 'resume' (that you can turn off with a tiny app) makes your computer reboot exactly like it was shut down. If you shut it down with a shitload of things running, it will restart the same.

Most of those tweaks are supposed to make things look or feel nicer, but I really would never install them on my iPad. Full force and iFile are the only apps that might be worth a try.
