If you wanna understand why China will develop into the strongest militarized nation here it is...
Since day one in history, all you needed was a better weapon then your adversary to hold the advantage. If you had a good club, at one point in history that would make you a well equipped fighter. And this is America's main fault... In order to stay one step ahead they pour billions into their military. If China lags 10 years behind, research and development costs are reduced dramatically. All and all, America's military spending isn't winning in Iraq either HAHA.
