Your game would be 100% fixed if the Keeps/BOs made up 100% of the VP. NOBODY wants to do ANY FORM of PVE or Scenario to flip zones.
Holding all Keeps/BO should generate VP as well, in case the other side refuses to come out and fight the zones will still flip. People would actually be motivated to defend in this case.
We should be enjoying fortress battles every single night of the week. People have already quit this game because there is simply nothing to do.
Also the lockouts on your PVE dungeons are a joke.
