In February of 1991 during the First Gulf War as coalition troops moved in to liberate Kuwait, the retreating Iraqi army ignited nearly 800 Kuwaiti oil wells as part of a "scorched earth" policy. The fires were not fully extinguished until November 6, 1991, eight months after the end of the war. The fires consumed an estimated six million barrels of oil daily.
The first firefighting companies to get involved were from North America. They were the internationally known "Big Four": Red Adair, Boots and Coots, Safety Boss, and Wild Well Control Inc. In addition to the fires themselves the fire fighters were faced with immense environmental challenges ranging from polluted air to contaminated water as well as a tremendous amount of unexploded ordnance left behind by the Iraqi army and from the coalition bombing campaign.
The fire fighters were quick to develop and implement innovative fire-fighting techniques. In early April 1991, the first fires were extinguished using seawater. The huge amount of seawater needed was brought to the fires from the Persian Gulf through a converted oil pipeline at a rate of 4,000 gallons per minute. Another method involved "raising the plume." In this method a metal casing 30 to 40 feet high was placed over the blown well head, thus raising the flame well above the ground. Liquid nitrogen or water was pumped into the casing, thereby reducing the oxygen supply to the fire. The use of dynamite to relieve wellhead pressure was also useful. On some occasions when proper capping equipment was not on hand, extinguished wells had to be deliberately reignited to prevent further oil lakes from forming or to prevent the release of toxic gas that emanated from certain kinds of wells.
After several months of working almost exclusively with the four teams, the Kuwaiti Government reassessed the oil fire situation. It was determined that due to the slow pace of progress, additional support would be needed. By the end of August, firefighting teams from France, Hungary, China, Iran, USSR, and the UK had joined in the firefighting efforts.
The immediate consequence from the fires was a dramatic decrease in air quality, causing respiratory problems for many Kuwaitis. The sabotage of the oil wells also impacted the desert environment, which has a limited natural cleansing ability. Unignited oil from the wells formed about 300 oil lakes that contaminated around 40 million tons of sand and earth. Vegetation in most of the contaminated areas adjoining the oil lakes began recovering by 1995, but the dry climate has also partially solidified some of the lakes. Over time the oil has continued to sink into the sand, with as yet unknown consequences for Kuwait's precious groundwater resources.
Conservative estimates of the total economic cost of the occupation to Kuwait are in the range of $30 - $50 billion.
