CORRECTIVE calculation to max all skills with Broken Steel:

Read my guide below to see how to max all SPECIALs with Broken Steel and Almost Perfect perk.
+1 point to all SPECIALs raises all skills by +2 points (only exception being Luck, +2 points to Luck raises all skills by +1 point, so when Luck is at 10 its +5 points to all skills). This means that when you have all SPECIALs at 5 in the beginning, it gives you the initial 15 points to all skills (13 points from SPECIALs +2 base points and +3x15 points from Tagged skills). When all SPECIALs are at 10, you get +12 points more to all skills. This way you have 25 points to all skills thru SPECIALs (+2 base points). With all skill Bobbleheads its 27+10= 37, so in total 13 x 37 = 481 (+ Tagged 3 x 15 = 45) 526 skill points. With Intelligence at 5 and with Educated perk you get 18 skill points when leveling. Tho the Educated perk is available at level 4, so the first 4 levels you get 15 skill points/level.
Hence: levels 2-4 (since level 1 doesnt actually give you any points via leveling itself) = 3 x 15 = 45 points. Levels 4-30 = 26 x 18 = 468 points. In total you get 45 + 468 = 513 skill points thru mere leveling. With earlier sum its 526 + 513 = 1039 points. 1039 points divided with 13 skills = 79.9 points / skill. This means that without any Skill Books you can get all skill easily to 80. And there are certain perks for all skills to raise them (Gun Nut, Daddy's Boy/Girl, Little Leaguer, Thief, Scoundrel, Iron Fist, Size Matters and Cyborg). These perks can be taken upto 3 times (only exception being Cyborg which is available only once) and each rank will raise certain skills by 5 points. So in all, you can get all skills to 85-90 without any Skill Books. After that its pretty easy to max them with some 5-8 Skill Books/skill. Tho reaching level 30 will require at least 40-50 hours of gameplay and during this time you will most likely pick up many skill books, so try to stay focused with your points ;)

There are 324 Skill Books in the game, so its possible to max all your skills without cheats.
Theoretical calculation (also confirmed in practice):
When leveling all your skills at 40, +10 from Bobblehead, its 50.
Find all Skill Books (25/skill, 24 for Barter), with Comprehension perk its 50 points / skill (48 for Barter).
So 50+50 = 100.
Remember to start reading those books AFTER you have the Comprehension perk at level 4.
NOTE: Big Guns and Science can be raised to 100 without any points added by leveling, since there are known glitches for their Skill Books, which allows you to have unlimited amount of Skill Books for them.
Theoretically you need INT 7 to be able to get all skills to 40 at level 20 (with Broken Steel INT 5 is enough).

As you can see I put only 20 perks in this list. This is because most of you players want to make your own choices anyway.
Since Almost Perfect perk is available only at level 30, I highly recommend to take Intense Training perk at least 4 times for extra Agility and to get every SPECIAL to 6. This is only to make the playing little easier so you can reach level 30 faster, and of course, some perks are not available if you dont have high enough SPECIALs.
Be careful with some items that modifies any SPECIALs before you take the Almost Perfect perk, since some of them are counted as a "removable bobblehead". For example, drop Lucky 8 Ball before taking this perk, or you will have your Luck at 8 without it.
Standard SPECIALs before Almost Perfect perk and Bobbleheads would be 6,6,6,6,6,8,6. This requires 9 points for SPECIALs, 5 from the beginning and 4 from Intense Training.
Since some perks require a higher value for some skills, I recommend to put first points to them and start hunting those certain Skill Books first (Energy Weapons, Unarmed, Explosives, Sneak).
