This is the unique Kekkei Genkai technique that Shien Uchiha obtained along with obtaining the Mangekyou Sharingan, after killing his mother. This technique allows the user to make any kind of Genjutsu they use to have actual effects on the real world and other people. However, this technique cannot directly affect a living being.
Since this technique directly affects the world around the user and is not an illusion, there is no possible way to stop Izanagi once it's activated, other then defeating the caster. The power behind this technique alone gives the user infinite potential and can essentially defeat any ninja, regardless of abilities and/or techniques they may have. Even after Izanagi is deactivated, the effects of Genjutsu caused by this technique remainShien used this technique against Naruto and Sasuke when they feared he could destroy the entire of the Leaf Village with one strike of this deadly technique. Both Naruto and Sasuke were defeated by this technique alone, allowing Shien to escape with his life.
