Quickscoping/No Scoping is not an intended feature. It is a player exploit. No sniper anywhere in real life is going to do such a thing. In fact, as a sniper, you may spend hours looking down a scope.
This gimmicks like 360 no scopes, and quick scoping may make you look all macho to your friends...
