  Yes, you CAN select characters. At the start screen, you see "1 Player" and "2 Player VS". There is a third option past that, which lets you set your options. One of those is Sonic And Tails, one is Sonic Alone, and one is Tails Alone.

  Absolutely right. You have to look for the special stages in Sonic 3. I've gotten all 7 emeralds before the end of the first act--which made playing the rest of the game a pain in the ass.
