Nastala je nakon masakara počinjenih od strane četnika u istočnoj Bosni nad Bošnjacima, nakon čega su Bošnjaci od njemačkih vlasti tražili oružje ili zaštitu, formirajući milicije, kako bi se zaštitili od srbo-četničkih napada, što će Njemci kasnije iskoristiti za stvaranje vojne formacije. Osnovna namjena jedinice je trebala biti zaštita domova i porodica, ali taj dogovor nije ispoštovan.
