@Maastro: I am responding here because the guy in the haarp st.louis thread blocked me. He didn't like hearing science and truth.

Real means of weather modification:
1. Cloud Seeding
2. Urban Terrain Modification.

Fake ones that mankind simply doesn't have enough power outputs to have a sufficient impact on the systems in question, but are frequently blamed for weather modification.

1. HAARP.

Storms contain more energy in them than most nuclear reactors and HAARP simply doesn't have that kind of outputs, even with resonant energy waves acting in their favor they couldn't affect the strength of a storm significantly. The guy is pointing out some artifacts on a radar map with simple causes and trying to say they're proof of HAARP for his own fame and taking advantage of storm victims based on his guess. Tornadoes occur near St. Louis regularly around this time of year as past you tube vids would prove.
