I don't know about all of the conspiracy mumbo- jumbo. Police will do what they need to do to make themselves look good. Law enforcement is thier career. They want to look good for their bosses who are (co-incidentally) politicians.

That police officer had no obvious reason to utilize any type of force on that woman. She did not resist him in any way.
