Emulating a standard shift register doesn't need something as "powerful" as an arduino(ATmega328). Any 8bit, 1$ mcu with less than 1k of code memory and at least 12 gpio will do! Like the "PIC16F54".

Actually, the Amiga has got special hardware for doing "raster tricks", which is the heart of any good "Outrun clone". Have a look at "Lotus 1/2/3", "Jaguar xj 220", "Vroom", "Prime Mover" for games that actually uses the copper chip in the Amiga.
