That really doesn't make any sense. I have been a Kpop fan since hearing Cho YongPil in Korea in the '70s (yes I'm that old). Unfortunately, before Youtube it was hard to hear Korean music in the US. Now I can listen to it any time I want, and I enjoy it very much.

He says "You know who I am - Wet PSY". It is a nickname he was tagged with during an appearance on the TV show Infinite Challenge. PSYs exertions left him drenched in sweat and soaking his clothes. At around 2:33 2 x short out-takes from that TV show are inserted into the music video. You can see when we raises his arms how his underarms are wet.
This all serves as a setup for the drenching scene.

To everyone who thinks people are "stealing" the floor pieces:
This was shot after the regular on-air program and it was past the scheduled time for them to be on the set. The workman had to start getting ready for the next program and so had start disassembling this setup while they were still dancing.

The vocalist, Seo InYoung, was also featured in PSY's "Thank you", a year or two later.
