It's from an old French TV show called Nulle Part Ailleurs, aka NPA, meaning "nowhere else". -the kind of show with a couple of guest stars, some comedy and a live act. You'll find a lot of NPA live videos on youtube actually.

No, that's before the Tindersticks. On that link of yours, the song is called "Old Horse" by Asphalt Ribbons. In 1991, 3 members of Asphalt Ribbons (including singer Stuart Staples) moved on to start a new band: Tindersticks.

This is from the Stone& Dethroned era (1994). It was on the 'Come On' CD single. I think JAMC played it live several times round 1994-1995. Shane actually appears on S&D and has, admittedly, shared more than a few drinks with the Reids throughout the years... The Pogues actually covered...

I guess it's "any cards that you get dealt" which, in French, more or less means "peu importe les cartes qu'on te donne". Also, at the end, he goes "hey you good ones! hey you good ones!".

The first notes of the piece are very much like Mehul's Song of Victory, a popular anthem in France during Napoleonic wars (and subsequently during WW1) Always seemed to me this was Chopin's own ironic "song of defeat".
