I am pretty sure that you have to be a Commander, which is after Lt. Colonel. And, you also have to buy the EVA Base Helmet first because the skull is an attachment of the helmet. Hope this helped.

I'd like to add a couple more cars to that race, McLaren SLR 722 and the Gemballa Mirage GT, which is a tuned Porsche Carrera GT, and including the Enzo and the Murcielago LP670-4 SV ofcourse. This race would definitely be worth the watch.
