Pretty sure he means "up to 400 farads" since no EDLC I'm aware of can take more than about 3V (typically 2.3, 2.5 or 2.7 rated). The capacitor he is holding when he says 400v has 2.7v written on the side of it. Easy slip to make - so correction is not meant as a criticism.
