The political structure to make this work can't be in the form of a pyramid, it must be a circle in which the weight of every single individual that comprises the society has an equal say in every decision which affects that society. In order to do this, an internet voting system of some kind could be used thus distributing power much like the internet distributes information. The decision's made would be much how a single person makes a decision in that the various opinions are weighed in your mind space and then the one which has the most weight/most popular is utilised. Weights/votes could be influenced by free speakers making speeches on a youtube-similar system. A few thoughts...
