Assuming no white ancestry this must be a type of Albinism.
There are many types of Albinism, some are partial and only affect the eyes or the skin. Others are more severe and affect both the eyes and the skin.
The condition can be hereditary or it can happen by chance.

Well it looks to me like he has a mental health problem. He needs professional help. He is over-reacting. Maybe the poor cop has had a traumatic experience and he can't distinguish between a peaceful protest with bubbles and an armed criminal.
He needs to go on an anger management course at least...
