The reason Rick Astley didn't show was because MTV was being a A**hole to Rick.

Here are the words from Rick Astley's manager.

what MTV proposed to me was, Rick to attend a press conferance the day before the TV show, and the award announced then, and at the TV show Rick to be backstage at the VIP bar with the award, then other artists would come by and sign Ricks award which would then be sold for charity.
from our point of view, Rick hanging around backstage with the Real Artists being wheeled past him, did not interest us at all! the award if we ever receive it, probably will end up being auctioned for charity,
