Wario and Waluigi arent ripoffs of the Mario Bros. They're dopplgangers of them, aka evil counterparts. Also saying they're not needed because of Bowser and the Koopalings is exactly like saying they don't need Shadow in the Sonic series because they already have Eggman and his robots.
