...not applicable here because the U.S. and California Constitutions and "Rule of Law" take precedence over any City, LADWP Rules, County Ordinance, etc.......
I climbed the pole in August of 2010 and reconnected power. I have had power ever since. On January 19, 2011, LADWP water utility workers removed the water meter and applied a tamper proof plug at the utility water source, all while the LADWP continues to cheat or deprive a better than 30 year and qualifying age former LADWP employee of his earned retirement. I have used an LA City fire hydrant , free of charge, to supply water to my residence to make up the difference!
