Nope. Sure you can build one for 500$ but then you get something with the performance of a Console. A top of the line Graphicscard today with VAT would cost in the range of 300-500 USD alone. (included the VAT of 25% here in sweden)

this mod is top ten awesome, but I seem to get corrupted save files with version 1.05. Tried load with fresh start, tried starting a new game, still error #5. No biggie, I can play through those levels again tho' but hope you solve it.
