I believe its mostly server Lag being in a high area of people my computer does that sometimes when so many things going on at once which creates a lot of lag since the server has to try catching up with all the spells melee attacks dots and heals.

@TheWeldaar You be surprized how many people play league of legends for so many hours per day but just not that very good with there choosen champion compaired to thoses that play it on there spare time and seem to be able to click really well with certian champions.
