I personally do firmly agree with the Dalrumple essay though. An ectopic pregnancy doesn't mean rape of course, but it DOES mean underage sex has taken place, which still IS against the law. The US system is f**ked up but they would not be so laissez faire about a pregnant 15 year old; they would get to the bottom as to who knocked her up pretty darn quick (perplexingly, even regardless of the girl feelings).
The Old Bill was bent and the system broken, and that was what permitted a twisted, sick, inbred animal as Fred West to continue with his depravity.
Regardless, if there was a degree of "keep it in the family" it's not symptomatic of the British personality. You could find similar situations in towns all over the world. The recent incest cases in Austria being a good example.
But, in fairness, having spent the first 28 years of my life in the UK I think that I have had enough personal experience to comment on the culture, especially having grown up in a community just like this (even stranger still, the village that I grew up in started with a 'Much' too, although that is all I'll say to save the place the shame).
Incest and in-breeding was a common feature in the village I lived but there was just this uncomfortable attitude of 'keep it to yourself and keep it in the family'. I think that this is born of embarrassed politeness.
Sadly it has unforeseen and at times very destructive consequences.
It's insulting that you could say that Fred West's crimes were allowed to happen because of an "embarrassed community." You obviously haven't spent much if any time in Britain.
Fred West told his mother and father, Daisy and Walter West about the murder and subsequent burial of his first victim Ann McFall. They did nothing. It was also strongly suspected that Fred's friend and fellow pimp Rolf, helped him dispose of the body in fingerpost field.
Rena Costello even knew of the fate that befell Ann and she did nothing (the sad reality is that perhaps if she had said something to the authorities then she would not have met with the same ending herself).
Anne-Marie even ended up in the hospital with an atopic pregnancy at 13, as a result of incest rape by her father. Why were no questions asked about the underage pregnancy? Perhaps if these issues had been dealt with sooner, much of what happened later could have been prevented.
