@KookieKiller109 Nope. John Simm has indicated his willingness to return as the Master, depending on the script. He stated this in more than one interview when he was promoting Exile in early 2011.

@Emrod82 Moffat's never said that it would have to be a different actor. He seemed glad to hear that John Simm would consider coming back ... and not just to regenerate. If he does, the Moffat Master won't be like Harold Saxon or Hoody!Master, but I think something else. And definitely not blond...
