In this video I show you a method that lets you obtain the achievements related to MONOCULUS. While the video itself focuses mainly on MONOCULUS, this very method can be also used to combat and obtain the achievements from the Horseless Headless Horsemann. This will also give you your own peace to try it out without some random assholes shooting at you while you try to earn shit. I will try to give a step-by-step guide in the description.
STEP 1: Open the console, if you don't have it open, go to "Options", "Keyboard" tab, "Advanced..." and "Enable Developer Console". If this doesn't open it, close the game and open your Steam library. Right-click Team Fortress 2 and go to "Properties", click "Set Launch Options..." and type "-console" without the quotation marks. This should activate the console every time you boot the game up. You can also bind a key to toggle the console on and off by using "bind KEY toggleconsole" without quotes, KEY obviously being any key you wish to use.
STEP 2: Password protect your server if you don't want anyone else popping in there. You do this by typing "sv_password PASSWORD", without quotes, like everything else, PASSWORD being any password you wish to use. You don't have to enter it yourself so there's no need to memorize it. Then enter Eyeaduct by typing "map koth_viaduct_event".
STEP 3: After entering the game and choosing your team and class, open the console and type "bind KEY itemtest" to bind the itemtest function to whichever key you wish.
STEP 4: Open the itemtest menu and deselect "All classes" if it has a checkmark on it, then select "Medic", choose the Blutsauger or the Overdose as the weapon and then select "All classes". After this, make sure the "Auto-add" option in the Bot controls is off to prevent spawning useless bots, then press Apply Test Items. This makes the boss fight a real cheatfest as you become impervious to any kind of fatal injury. Note that the Blutsauger/Overdose is completely optional, but I have found it the fastest way of killing MONOCULUS by yourself before he leaves.

STEP 5: Now either choose Pyro or Heavy as your class (preferrably Pyro due to him being faster). Since the Blutsauger/Overdose was not meant to be used by any other classes, there are no reload animations for it, making the weapon reload instantly. When holding the reload button down and shooting, it will unleash a massive barrage of syringes. Even with the large ammo capacity of the Pyro and Heavy, the stock is quickly depleted in a matter of seconds.
STEP 6: Spawn a bot and MONOCULUS, turn the cheats off and rejoin the server. You do this by typing "sv_cheats 1; bot; tf_halloween_force_boss_spawn; sv_cheats 0; retry". This will make you enter the server as if no cheats were ever turned on, allowing completion of achievements. Note that after one bot has been created, you can omit the "bot;" part from that line if you need to re-summon MONOCULUS.
STEP 7: Kill MONOCULUS. Using the Blutsauger/Overdose you can deal massive damage to the boss very quickly. To regain lost ammo, open itemtest again and click Apply Test Items again. This will restore your ammo to full.
That's about it.
You can also perform this in cp_manor_event against the Horseless Headless Horsemann. This is by far the easiest method of acquiring the Haunted scrap from him.
Maaan, if this were a replay I'd already have that hat. Bummer.
In hindsight, you could have used a Spy revolver and applied it to Engineer. As the Engineer has a pistol ammo stock of 200 he could've had a great hitscan weapon even more destructive than the Heavy's minigun. Eat that, Sasha.
