To answer your question, I am sure the gentleman has loved ones, friends, etc. so here's what you do. In order to take out a bib man ya gotta hit him bellow the belt. Lets take the commissioner for example, I shot and injured his daughter and used her as blackmail, it nearly drove him insane, you can do that to this guy too, take someone who is close to him, torture them, nearly kill them, but let them live enough for him to see them suffer! Even a good man will crack under enough pressure! And then, for the fun of it, blow up a hospital or two...
