You have to understand that EVERY verse was revelaed in context and the one you have quoted is during war.
Do you have anything against a general saying the like to a verse to his men before setting out for battle? Do you see the context of the verse now?
Islaam forbids Muslims from touching any innocent human being, dont mistake what you see in the news today to be Islaam.
