It must be a lens flare/reflection. It appears to have the same palette, and there is no dithering, so I highly doubt this was added later. Additionally, there are several other artifacts that move in the same direction and speed, at the same time.

Both clips are the same; from the same angle, elevation, and location. It is completely fake. Either A) one is a zoom of the other, or B) the same person had two cameras, but most likely #A. The effect is a simple ball on a string, about 3 meters away.
