Well, you use some dummy item as ammunition, after an attack with that weapon equipped you remove one of that item, whenever the number of this 'ammunition' reach zero, you unequip the weapon and don't allow equipping when as long the user has 0 of these items in his inventory.

To make such mod it would be better to get a different game, like Battlefield or Half-life. Mods since Russo-Japanese war (and probably also last decade in 19th century) are more fitting real shooters.
