Is this "fact" backed up by the scientific community?

You really should look up the meaning of the words "fact" and "proof" in a dictionary. And nice audio editing, it makes you sound like an adult.

Do a bit more research and you will find cops do get charged and convicted. But yeah I agree too many get away with committing criminal acts. Kind of reminds me of the Catholic church and how the help pedophiles avoid capture and allow them to continue their attacks on children.
