Why not to use budget PSU's (HQ)
This test was carried out by Corsair, one of the best PSU manufacturers in the world. Imagine having the test PSU in your computer :P

These PSU's would probably work better had they been sealed with the cover. if they don't have the cover on the cooling of the fans is significantly reduced :/

If it is a dual or quad core CPU then each of the cores are hardly ever just in the centre they are spread out in the corners separated by the control transistors. This means that modern Dual and Quad core CPU's need more coverage further out from the centre.
