@kev8338 No tap handles very hardened materials and some special heavily alloyed metals as they are just too hard or work hardening materials. The thing is that just sometimes you will forget a tapped hole from a product before hardening and then an EDM is your friend.
You should not use a ball end mill while roughing out, as it doesn't cut from its end at all (surface speed at the center is zero). That is why your mill chattered so much.
That's not aggressive, as you are getting a long continuous strip of steel out of it, that is more likely in a finishing operation rather than in roughing pass. That sort of strip is called a head cap8itator or ankle killer for a reason ;)

SupermaxCNC, you can easily measure ID with calipers and with the help of micrometer you can get accurate results down to 0.01 mm accuracy. Been there, done that for living.
If your calipers have a flat face in the jaws then I suggest buying real calipers.
