I wouldn't say it's another dimension, but more of a different reality. Difference being, I think there are only something like 14 dimensions, or a number really close to that. That is most definitely a Prometheus class vessel, and most of the footage is of the experimental Prometheus vessel, featured in an episode of Voyager when the Doctor was transmitted to the ship.
