Peyton Manning definitely the best. Matt Kassel proved a couple years ago that even a decent QB can win with the Pats. Dont get me wrong Brady is a great QB, but not like Manning. Manning doesn't have the same help and he still puts numbers up that rival Brady's week in and week out.
