Djibouti gained its independence in 1977, but a referendum was held in 1958 on the eve of Somalia's independence in 1960 to decide whether or not to join the Somali Republic or to remain with France. The referendum turned out in favor of a continued association with France, largely due to a combined YES vote by the 25 percentage Afar ethnic group and resident Europeans. However, the majority of those who voted NO were the Dir Issa Somalis who were strongly in favor of joining a united Greater Somalia as had been proposed by one Mahmoud Harbi. Harbi was killed in a mysterious plane crash two years later, and Hassan Gouled eventually wound up as Djibouti's first president post-independence (1977--1991). from 1991 president Ismaïl Omar Guelleh has ruled the country he started his career as a police officer, becoming a junior non-commissioned officer. After Djibouti became independent, he became head of the secret police and chief of the cabinet in the government of Hassan Gouled Aptidon. He received training from the Somali National Security Service and then from the French Secret Service, and was intended to become his uncle's successor.
