if this is pokemon leaf green, you need the national dex for it to evolve, without the national dex any pokemon that aren't the original 151 won't evolve. i've tried this too, my totodile evolved at level 47, when I finally had the national dex.

easy trick to duplicate masterballs, give it to a pokemon to hold, go to the daycare with said pokemon and a ditto, get an egg, make it hatch, the hatched pokemon will be holding a masterball.
