The Higher Education Recruitment Consortium (HERC) was founded in the spring of 2000 by colleges and universities in Northern California that were seeking ways to collaborate on addressing faculty and staff dual career and employment outreach challenges on their campuses.

The resulting Northern California HERC has been viewed as a best practice by colleges and universities in other U.S. regions and since 2004, HERCs have developed in several other regions.
